✍️ Author's Introduction: From the Mountain of Files to a National Vision
In April and May of 2025, at the invitation of the Presidential Secretariat, my good friend Harsha Purasinghe and I launched the first training session introducing artificial intelligence to Sri Lanka's public service. One fundamental challenge stood before us: while the world accelerates toward artificial intelligence, how do we equip the public officer — the backbone of Sri Lanka's administration — with that same technology?
Both of us had previously served on the board of directors of the Information and Communication Technology Agency of Sri Lanka (ICTA), where we experienced at close range the complexities of digitalizing the machinery of government. In the year and more since that first session, I have traveled far beyond Colombo — to Jaffna, Kandy, Matara, Kalutara, Hambantota, and Kataragama — engaging face to face with more than 10,000 public officers: Divisional Secretaries, Assistant Divisional Secretaries, accountants, management assistants, and Grama Niladhari officers (the village-level officers who are the state's front line in every community).
The mini eBook you are now reading was born from those living sessions — from the ideas I presented, the heartfelt questions officers raised, and the practical solutions that grew out of that dialogue. It is the tenth evolutionary edition (Version 10.0) of that body of work.
This is not a stitched-together collection of lecture slides. It is a written distillation of the authentic ideas, the engineering depth, and the human sensitivity we exchanged in those lecture halls.
🎯 "Tasks Go to the Machine — the Post Stays with You"
Walk into any hall of public officers and you will see one shared feeling in their eyes: "Will this technology take my job away from me?"
My firm and unequivocal answer is this: artificial intelligence will never seize your post. But it will most certainly take over the monotonous, repetitive, exhausting tasks piled on your desk.
A computer can inspect files, draft documents, and cross-check rules and regulations. But no artificial intelligence algorithm can sit and listen to the grief of a helpless citizen weeping at your counter, deliver human justice in a situation no circular anticipates, or place a signature on a final decision and stand accountable for it before the law.
Technology is not coming to remove you. It is coming to free you from the mountain of files — and to return the true public servant inside you to the citizen.
🌐 The Idasara Vision, the Learning Ladder, and the Technical Diagrams
The principal architectural diagrams in this book have been kept in English, exactly as they appeared in the original presentations, for two deliberate reasons:
- To ensure that officers absorb the standard terminology of international software and AI systems in its native form.
- Because the English Learn Ladder concept introduced by Idasara Academy allows anyone to overcome the language barrier step by step, without fear, starting from wherever they stand.
The core mission of Idasara (idasara.org) is Economic Empowerment through Digital Empowerment. Education is not something that survives on tuition classes and exam certificates alone; it is the art of learning by oneself — Learn to Learn — and the building of real workplace capability (Employability). Empowering the public officer with digital literacy is the first step in digitalizing the economy of the entire nation.
